Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter - quota for the education of foreign citizens), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.
Admission to training within the quota for education of foreign citizens is carried out in accordance with the directions of the federal body of executive power, carrying out functions on the development of state policy and normative-legal regulation in the field of higher education. Enrollment within the quota for education of foreign citizens is formalized by a separate order (orders) of the Academy. Foreign citizens who are admitted to study on the basis of international treaties shall submit, in addition to the documents specified in the Admission Information section, documents confirming that they are among the persons specified in the relevant international treaties.
Foreign citizens and stateless persons who are compatriots living abroad (hereinafter - compatriots), submit in addition to the documents specified in the Admission Information section, provided by Article 17 of the Federal Law of May 24, 1999 № 99-FZ "On State Policy of the Russian Federation in respect of compatriots abroad". Compatriots are not subject to special rights at admission to study under bachelor's degree programs and specialist programs provided in accordance with Federal Law No. 273-FZ, unless otherwise provided for by an international treaty of the Russian Federation. At admission to Bachelor's degree programs and Specialist programs under agreements on rendering paid educational services the Academy independently establishes the list of entrance tests for foreign citizens and stateless persons (hereinafter - entrance tests established for foreign citizens) in Appendix No. 3 to these Rules.
If the number of entrance tests established for foreign citizens differs from the number of entrance tests specified in paragraphs 15-17 of the Rules of Admission, the Academy independently allocates the number of places for admission based on the results of entrance tests established for foreign citizens and conducts a separate competition for these places.
Foreign citizens and stateless persons may choose to enroll for training on the results of entrance tests established for foreign citizens, or on the results of entrance tests specified in paragraphs 15 - 17 of the Rules of Admission. When submitting documents, a foreign citizen or stateless person submits in accordance with subparagraph 1 of paragraph 46 of the Rules of Admission, the original or a copy of the document proving identity, citizenship, or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 № 115-FZ "On the legal status of foreign citizens in the Russian Federation".
Admission of foreign citizens and stateless persons for training under educational programs containing information constituting a state secret shall be carried out within the quota for the education of foreign citizens in compliance with the requirements stipulated by the legislation of the Russian Federation on state secrets.
